Adoption and Adaptation: A Framework for Instructional Reform

The low success rate of students in developmental education continues to perplex community college decision makers on how to improve their opportunities for success. This study examines instructional innovations used in developmental education and reports on why these instructional reforms have little impact on improving student achievement. In response to this observation, the author proposes “The Adoption and Adaptation Framework” as a process model for how developmental education can be more effective if student needs were identified first, and then instructional approaches were selected purposefully to align with the needs of the students.
