Dr. Julie Penley serves as the vice president of research, accreditation and planning (RAP) at El Paso Community College in El Paso, Texas. In that role, she oversees the areas of accreditation, institutional effectiveness, planning, quality enhancement plan, research, and student learning outcomes. She also serves as the college’s institutional accreditation liaison. Prior to leading the RAP Division, Dr. Penley served in the Instruction and Workforce Education Division for 16 years as a tenured faculty member, instructional dean, and associate vice president of Instruction and Student Success.
Dr. Penley is an alumna of the Aspen Institute’s Rising Presidents Fellowship, the NWCCU/SACSCOC Data Equity Fellowship, the American Psychological Association’s Leadership Institute for Women in Psychology, and Leadership El Paso. Over the course of her career, she has served on numerous local, state, and national boards committed to community and educational advancement.
